Zelensky Says Three More Nations Pledge €400 Million to PURL Defense Program

April 27 ------ Three additional nations have pledged approximately €400 million to the Prioritized Ukraine Requirements List (PURL) program, President Volodymyr Zelensky announced, Ukrinform reported. Speaking during a press conference in Kyiv, the president noted that these contributions from three undisclosed countries were finalized during recent meetings in Cyprus.

The PURL mechanism allows international partners to fund the immediate purchase of US-made weaponry, particularly anti-ballistic systems, to bridge the gap while Ukraine and its European allies scale up their own production capabilities.

Zelensky praised the move, noting that while the amounts are not “billions,” they are vital for immediate defense needs. The president also clarified the allocation of the first €45-billion tranche of the EU’s €90-billion loan for 2026. These funds will be prioritized for “internal resilience,” focusing on domestic miltech, drone production, and the protection of the energy grid before the winter season. “We expect several billion to go directly into the economy for energy protection,” Zelensky added.

He further emphasized that bilateral security agreements, such as those with Germany, will remain independent of the EU loan disbursements. This is intended to ensure that individual state contributions continue to bolster Ukraine’s social payments, energy sector, and weaponry alongside the broader EU financial package.

This new funding for the PURL program follows the $5 billion already generated through the mechanism and is part of a broader coalition effort that has seen the Ramstein format provide over $150 billion in military assistance to Ukraine over the past four years.
