Zelensky Confirms Ongoing Logistics for Next Stages of ‘1,000 for 1,000’ Prisoner Swap

May 18 ------ Ukraine has initiated the complex administrative and diplomatic groundwork required to execute the remaining phases of a high-stakes, large-scale prisoner exchange, aiming to repatriate a total of 1,000 detained citizens from Russian captivity.
In a video address delivered late Saturday evening, May 16, President Volodymyr Zelensky praised the inter-agency teams managing the delicate negotiations and emphasized that the humanitarian operation remains a top sovereign priority.
Maintaining momentum after phase one
The president’s remarks follow the successful implementation of the first phase of the agreement on Friday, May 15, which successfully returned 205 Ukrainian servicemen to sovereign soil. “We are not stopping, so that the next stages of exchanges can take place. This week was the first stage of the 1,000-for-1,000 exchange. We are preparing the next ones. I thank those who are involved. We must return Ukrainians from captivity. We must continue to strengthen our ties with the world, our state, our people,” Zelensky stated.
Zelensky added that specialized working groups under the Coordination Headquarters for the Treatment of Prisoners of War are working around the clock to compile subsequent verification lists, cross-reference medical logs, and secure the necessary security guarantees from the adversary.
The 74th POW swap
The wider “1,000 for 1,000” baseline framework was originally brokered on May 8 under intense, behind-the-scenes diplomatic mediation spearheaded by the US and the United Arab Emirates (UAE).
According to Human Rights Ombudsman Dmytro Lubinets, Friday’s operation marked the 74th formal prisoner swap conducted since February 24, 2022, following a smaller 73rd exchange on April 24 that saw the repatriation of 193 personnel. Lubinets noted that the return of the 205 defenders carried immense emotional resonance as it coincided with the International Day of Families, facilitating the direct reunification of over two hundred fractured households. While celebrating the political breakthrough, Ukrainian medical examiners and human rights offices provided sobering briefs regarding the physical state of the returned personnel.
The Coordination Headquarters confirmed that a significant majority of the freed troops require immediate, long-term psychological and physical therapy. Many returned with severe muscle atrophy, untreated shrapnel wounds dating back to the siege of Mariupol, and profound indicators of systemic malnutrition suffered within the Russian penal system.
All 205 personnel had their official status validated prior to the exchange through the International Committee of the Red Cross (ICRC). The state has deployed emergency funding to ensure that all returned servicemen immediately undergo full clinical assessments, receive expedited identity document restoration, and are assigned comprehensive financial compensation packages while subsequent waves of the 1,000-strong list are pushed through the pipeline.
