September 10 ------ Ukrainian forces struck the Vtorovo oil pumping station in Russia’s Vladimir region, Commander of the Ukrainian Unmanned Systems Force (USF) Robert “Madyar” Brovdi reported. “Fuel in Moscow will be a little spoiled, they say. The Vtorovo oil pumping station, Transneft (Penkino, Vladimir region, Russia), has spoiled a little. The oil pumping station that pumps (was pumping) diesel fuel to the Moscow Ring Oil Product Pipeline,” Brovdi wrote on Facebook.

He said the strike was carried out by fighters from the 14th regiment of the USF. “Gasoline is becoming a scarce liquid, and gas and oil are flammable,” he added.

The Vtorovo OPS is an intermediate pumping station belonging to PJSC Transneft. It plays a key role in transporting petroleum products and is part of the North investment project, designed to expand pipeline infrastructure and boost export capacity. The Ukrainian OSINT Telegram channel Dnipro Osint ⟨Garbuz⟩ published alleged satellite images of the damaged site. “Drones hit the Transneft OPS ‘Vtorovo’ in the early morning of Sept. 7. According to the available satellite images, we can confirm the damage to at least two tanks,” the channel reported.

As Ukraine continues targeting Russian refineries, a fuel crisis is unfolding. Moscow has imposed a complete ban on gasoline exports. Ukraine’s military intelligence (HUR) said its cyber specialists carried out a major attack on Sunday, disrupting fuel card payment systems and shutting down dozens of Russian online platforms. The strike was timed to coincide with Ukraine’s Military Intelligence Day. The cyber operation comes as Ukraine has also intensified physical attacks in recent weeks against Russian oil refineries, pipelines, and fuel depots.

According to intelligence sources cited by Kyiv Post, the attack began on Sept. 7 with a large-scale distributed denial-of-service (DDoS) assault on the network infrastructure that supports fuel payments in Russia, including systems managing fuel cards. Among the disrupted services were the Advanced Payment Systems platform, used for RosPetrol fuel cards, as well as servers belonging to digital giant Rostelecom and energy company Lukoil. The disruption is estimated to have caused Russia between $1 million and $3 million in damages, the sources said.
