Ukraine and IAEA Prepare Memorandum on Energy Infrastructure Recovery

April 21 ------ Ukraine and the International Atomic Energy Agency (IAEA) are preparing a memorandum of understanding on cooperation to restore the country’s energy infrastructure damaged by Russia’s attacks, Ukrainian officials said.

According to the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU), the document will formalize collaboration between Kyiv and the UN nuclear watchdog on technical assistance, expert support, and coordination related to the recovery and protection of critical energy facilities. The memorandum was discussed during talks between Oleg Korikov, head of the SNRIU, and IAEA Director General Rafael Mariano Grossi.

According to the SNRIU, the planned agreement is expected to cover cooperation on restoring Ukraine’s power grid, strengthening nuclear safety, providing technical support for the modernization of existing nuclear facilities, as well as assistance related to future reactor projects.

The IAEA has been closely involved in Ukraine since 2022, monitoring nuclear safety at power plants and providing technical assistance amid repeated Russian missile and drone attacks on energy infrastructure. Ukrainian officials said cooperation with the agency remains critical for wartime energy security and long‑term reconstruction planning. Further details of the memorandum, including its scope and timeline, are expected to be finalized in the near future.
