Patriot Production in Ukraine to Take Years, Zelensky Says

August 10 ------ President Volodymyr Zelensky has announced that establishing domestic production of Patriot air defense systems will take anywhere from 12 months to several years due to lengthy bureaucratic procedures.

Speaking during the “United News” national telethon, Zelensky clarified that Washington has already made the political decision to grant Ukraine the necessary manufacturing licenses, but the implementation is stalled by red tape. “The decision is there. It was made by the president of the US and other important American state institutions. Ukraine must receive the appropriate licenses,” Zelensky stated.

However, he emphasized that procedural issues will significantly impact the timeline for setting up the manufacturing lines. “Bureaucracy means implementing and producing air defense systems takes from 12 months to several years. That is, in principle, the story,” Zelensky added.

Conflicting messages on US licensing

Zelensky’s assertion that a political decision has been reached by the US President contrasts with recent statements from other US officials regarding the highly guarded technology.

Earlier in August, US Ambassador to NATO Matthew Whitaker stated that Washington would not allow Ukraine to manufacture Patriot (PAC-3) interceptor missiles domestically, seemingly walking back earlier commitments made by the Trump administration. Whitaker emphasized that the advanced interceptors are strictly export-controlled, firmly noting that the US does “not allow anybody but US manufacturers to make those.”

Shortfalls in interceptor deliveries

The lengthy timeline for domestic production means Ukraine must continue to rely on foreign partners to defend its skies as Russia escalates its drone and ballistic missile campaigns.

During a press conference in Belgrade on Saturday, Aug. 8, Zelensky confirmed that Kyiv had secured an agreement for monthly Patriot missile deliveries from the US. However, he warned that the 2026 volumes are lower than those received in 2025 and remain insufficient for the country’s defense needs. “Will they supply us with missiles every month? Yes, we have agreements. Are these missiles enough? No,” Zelensky told reporters. To bridge the immediate deficit, the president stated that Ukraine is negotiating with European partners – pointing to Germany and Poland – to secure additional interceptors from their existing military arsenals.
