Metro Manila, Philippines, September 26 ------ President Ferdinand Marcos Jr. has certified the proposed magna carta for Filipino seafarers as urgent.
Senate Majority Leader Joel Villanueva on Monday shared a photo of the letter from the president, certifying the necessity of the enactment of Senate Bill No. 2221, also known as An Act of Providing for the Magna Carta of Filipino Seafarers.
The certification was made "in order to address recurring deficiencies in our domestic laws pertaining to the training and accreditation of thousands of Filipino seafarers which endanger their employment in the European market in particular, and the global maritime arena in general," read Marcos' letter to Senate President Juan Miguel Zubiri dated Sept. 25. "The bill guarantees to the international community that the Philippines will comply with its obligations of ensuring that our training, facilities, and equipment are at par with international standards and those set by relevant conventions," Marcos added.
The bill is currently pending on second reading in the Senate, while its counterpart in the House of Representatives was approved on third and final reading last March.
