Gov't extends Alert Level 3 in NCR until Nov. 14, 2021

November 1 ------ Region (NCR) for the first two weeks of November, Malacañang announced on Friday. In a press briefing, presidential spokesperson Harry Roque said the NCR and 10 other areas will be under Alert Level 3 from November 1 to 14, 2021.

Aside from NCR, also under Alert Level 3 are:

Baguio City (included as an area for special monitoring)

Bataan

Cavite

Laguna

Rizal

Iloilo City

Siquijor

Lanao del Norte

Davao City

Davao del Norte

"Inuunti-unti natin ang pagbaba ng alert system para hindi sumipa ang COVID-19 cases [We are gradually adjusting the alert level system so we won't have a surge in COVID-19 cases]," Roque said on why NCR will remain under Alert Level 3. Under Alert Level 3, several establishments — including restaurants, gyms, cinemas and movie houses — will be allowed to operate at 30% indoor venue capacity only for fully vaccinated individuals and 50% outdoor venue capacity, provided that all employees are fully vaccinated.

Roque, however, said the government has now approved increased operational capacity for public transport to a maximum of 70% starting November 4. "The DOTR (Department of Transportation) will issue a memo on this," he said.

Other alert levels

Meanwhile, in the same briefing, Roque also announced that Aurora, Bacolod City, Negros Oriental and Davao Occidental will be under Alert Level 4.

On the other hand, the following areas will be under Alert Level 2:

Alert Level 2 areas are those with low COVID-19 case transmission, health care utilization is low, or case counts are low but increasing or case counts are low and decreasing but total bed and intensive care unit occupancy rate is increasing. Movement of persons will be allowed except for reasonable restrictions under Alert Level 2. They must also be allowed to access essential goods and services or for work in permitted industries and offices.
