April 16 ------ The severe tropical storm with international name “Surigae” entered the Philippine area of responsibility (PAR) on Friday morning, April 16, and was given the name “Bising.” The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Bising entered the PAR at 6:20 a.m. Based on the PAGASA’s 4 a.m. weather bulletin, the weather disturbance was at 985 kilometers east of Mindanao, packing maximum sustained winds of 110 kilometers per hour (kph) near the center and gustiness of up to 135 kph.
It continues to move slowly at 10 kph westward. As of Friday, the trough or extension of Bising is affecting the eastern sections of Visayas and Mindanao. Cloudy skies with scattered rain showers and thunderstorms will be experienced in Eastern Visayas and Mindanao due to the severe tropical storm trough. Meanwhile, the rest of the country will have partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms. The public is advised to take necessary precautions due to possible flash floods in low-lying communities or landslides in mountainous areas during severe thunderstorms.
